In the year one-thousand eight-hundred sixteen on the twentieth day of the month of January at the hour of ten before noon, before Us, the Pastor of Pałuki, Registrar of the Civil State in the Pałuki Gmina, Przasnysz Powiat, in the Płock Department, there appeared the well-born Maciej Suwiński, twenty-seven years of age, owner of a part [of the village] in Osyski, and he showed Us a child of the male sex which was born in his home on the eighteenth day of January in this same year, declaring that the child was begotten of him and his wife Anna née Długołęcka, twenty years of age, and that it is his wish to give him the name Józef. After making the above statement and showing Us the child, in the presence of Franciszek Suwiński, twenty-five years of age, together with Florian Sobolewski, thirty-six of age, residing in Osyski. We signed this birth record after it had been read aloud to the declarant, the people name in the document do not know how to write.

Józef Suwiński was the brother of Józef Andrzej Suwiński, the future husband of Marianna Chodkowska, my 3rd cousin 3X removed.
This record states that the priest was the “Registrar of the Civil State in the Pałuki Gmina, Przasnysz Powiat, in the Płock Department”, the priest apparently not yet received word that the administrative structure had changed on 16 January 1816 . On that day, Powiats became Obwóds and Departments became Voivodeships . In some parish registers, the priests continued to write “Powiat” and “Department” for many years after the change in administrative structure.
